PDF Icon Housing Rehabilitation Program Loan Application

With the use of Federal dollars through the Community Development Block Grant Program, the City of Farmington Hills has a Housing Rehabilitation Program which will allow homeowners to upgrade, improve and conserve existing housing within the City.

Low interest loans will be available to owner-occupied single-family dwelling units, at a rate of 3%.

Deferred loans, with one payment, due upon the sale of the property are also available.

What Home Improvements Can Be Made?

Any home repair that will bring the home up to code is eligible for a low interest home improvement loan.

Examples include, but not limited to:

  • Logo - Equal Housing OpportunityNew electrical, heating or plumbing installations
  • Siding
  • Hot water tanks
  • Roofs/gutters
  • Sewer/water hook ups
  • Furnaces
  • Replacement windows
  • Weather-stripping/insulation
  • The program will finance building materials should the applicant choose to do the work.

    How Does the Loan Program Work?

  • Call the Farmington Hills Community Development Office for information and applications. The phone number is (248) 871-2549.
  • Submit application with proof of:
    - Ownership (deed or mortgage)
    - Income (tax returns last year)
    - Insurance (homeowners)
  • The application, a preliminary building survey, income and tax verification and other information will be reviewed by the Housing Rehabilitation Loan Board. The application is approved or denied.
  • If approved, the homeowner must obtain three bids for the approved work from a licensed, approved contractor. The bids are reviewed by the Loan Board.
  • Once the home improvement is completed, a lien is placed on the property for the amount of the loan, and payments begin.
  • Who’s Eligible?

    You may qualify for home improvement assistance if:

    • You own and occupy a home in Farmington Hills (person buying on land contract as well as mortgages).
    • Your taxes are paid up-to-date.
    • Your household income does not exceed the Federal guidelines.

    *January, 2003 (subject to change)

    Limits and Terms of Loans

  • The maximum loan is $10,000
  • The interest rate is 3%
  • Payment periods will be set by the Loan Board (loans may be prepaid without penalty).
  • The minimum monthly loan payment is $15.
  • Deferred loans require one payment upon the sale of the property.
  • A lien will be placed on the property in the amount of the loan.
  • Other Loan Programs Available

    The Michigan State Housing Development Authority (MSHDA) and Oakland Livingston Human Service Agency (OLHSA) also have home improvement programs.
