City of Farmington Hills Reaffirms Opposition to State Housing Preemption Legislation

Posted:  05/11/2026

The City of Farmington Hills announced today its formal opposition to the housing preemption legislation under consideration in the Michigan House Government Operations Committee. The City Council recently adopted a resolution opposing bills 5529–5532 and 5581–5585, underscoring the City’s commitment to protecting local decision making and preserving the community’s ability to guide responsible development.

The House Government Operations Committee has scheduled a hearing for Thursday, May 14 to discuss the proposed legislation. Ahead of that hearing, Farmington Hills is sharing its position publicly to ensure residents, stakeholders and local media understand the potential impacts of the bills.

As a proud member of the Michigan Municipal League, the City stands firmly with communities across Michigan that are advocating on this urgent issue,” said Farmington Hills acting city manager Karen Mondora. “Our City remains committed to advancing housing policies that strengthen neighborhoods, expand access to safe and attainable housing and preserve the essential local tools needed to plan responsibly for future growth.”

The City’s resolution emphasizes that:

  • Local zoning authority is essential for ensuring balanced, sustainable development.
  • One size fits all state mandates do not reflect the diverse needs of Michigan communities.
  • Housing solutions must be developed collaboratively with input from residents, local officials and regional partners.

The position taken by the City aligns with the Michigan Municipal League, which has urged communities statewide to speak out against the legislation. The League has asked member communities to share their adopted resolutions and engage with local media to raise awareness of the issue.
